Hybrid misinformation of the Kremlin

Analysts from «Information Resistance group – the South» consider that in February, 2016 the Kremlin will begin a new wave of misinformation against Ukraine. The head of the organization Sergey Bratchuk noted that information operation will conduct on two fronts.

Belarus where already began subversive activities officials from delegation of Moskovia who accuse Ukraine and its power of a game of politics «not by rules» has to become the first of such fronts them. Except Belarus the Kremlin opens the second new information front in Europe. Thus, the Kremlin will continue pressing the management of Kiev, and some countries of Europe motivated with Moscow will help an aggressor – will start carrying out the diplomatic pressure upon Kiev already in the next few days.

A row European mass media to which «ordered» publications, in February are already ready to place provocative materials. It is, in particular, about allegedly documentary Weeding Moreira – «Revolution masks». In this false movie the author tries to distort the facts about the Maidan in Ukraine, about annexation of the Crimean peninsula and events of "bloody Friday" on May 2, 2014 in Odessa. The provocative movie has to air already on February 1 or 2 on the French TV channel «Canal+».

Experts of «Information Resistance group – the South» also consider that in Ukraine the flow of false information from special services of the Kremlin promotion will amplify to destabilize a situation in the country and to make active radical representatives of civil society and Kremlin «the sleeping moles».

In this difficult situation the position of Jeffrey Ross of Payette, the US Ambassador in Ukraine who suggests Ukrainians not to answer provocations of terrorist Moskovia is absolutely unclear, not to create anti-hybrid information resistance against the Kremlin aggressor, and peacefully cultivate their gardens and inland catching thieves corrupt.

Does Washington really tired already tired how declares the Kremlin, from own insolvency before all international community to satisfy conditions of «The Budapest memorandum» and «The Lisbon protocol»? 

Гібридна дезінформація Кремля

Аналітики з групи «Інформаційний опір – Південь» вважають, що в лютому 2016 року Кремль почне нову хвилю дезінформації проти України. Керівник організації Сергій Братчук зазначив, що інформаційну операцію будуть провадити на двох фронтах.

Першим із таких фронтів  повинна стати Білорусь, де вже розпочали підривну діяльність офіційні особи з делегації Московії, які звинувачують Україну та її владу в політичній грі «не за правилами». Крім Білорусі Кремль відкриває другий новий інформаційний фронт у Європі. У такий спосіб Кремль продовжить напір на керівництво Києва, а деякі мотивовані Москвою країни Європи допоможуть агресорові – почнуть здійснювати дипломатичний  тиск на Київ уже в найближчі дні.

Ряд європейських ЗМІ, яким «замовили» публікації, в лютому вже готові розмістити провокаційні матеріали. Мова йде, зокрема, про нібито документальну стрічку Поля Морейра – «Маски революції». У цьому неправдивому фільмі автор намагається спотворити факти про Майдан в Україні, про анексію Кримського півострова та події «кривавої п'ятниці» 2 травня 2014 року в Одесі. Провокаційний фільм має вийти у світ уже 1 або 2 лютого на французькому телеканалі «Canal+».

Експерти групи «Інформаційний опір – Південь» також вважають, що в Україні посилиться потік брехливої інформації від спец-служб кремлівської пропаганди, щоби дестабілізувати ситуацію в самій країні та активізувати радикально налаштованих представників громадянського суспільства та кремлівських «сплячих кротів».

У цій непростій ситуації зовсім незрозуміла позиція Джеффрі Росс Пайетта, посла США в Україні, який пропонує українцям не відповідати на провокації терористичної Московії, не створювати проти кремлівського агресора антигібридний інформаційний опір, а мирно обробляти свої городи і ловити внутрішніх злодіїв-корупціонерів.

Невже Вашингтон насправді втомився, як заявляє Кремль, від власної неспроможності перед усією міжнародною спільнотою виконати умови «Будапештського меморандуму» і «Лісабонського протоколу»? 

Relict of the Kremlin public prosecutor's system

Workers of the Ukrainian section of Voice of America radio station decided to learn answers to socially important questions on January 5, 2016 whether: «Really acting Ukrainian president and the government do everything possible for corruption overcoming?» and «That gravity of intentions of the Ukrainian government in its fight against corruption can confirm?»

Different experts answered these questions differently, and among them Hannah Thoburn – the expert of the American institution of «Hudson Institute» took the floor also. She laconically wrote: «Removing Prosecutor Gen. Shokin from office. Cleaning up the Customs Service».

Opinion of the American expert so it wasn't pleasant to the Ukrainian prosecutor's office, already next day, on the Christmas Eve, Shokin started threatening Hannah Thoburn through the assistant.

Kutsenko declared: «I want to tell officially to all that we prepare for the International Courts of Justice. Charges and Hannah Thoburn's statement really revolts us. We consider it groundless and unfounded. It isn't authorized to accuse someone without adducing any proof». Further Kutsenko reported that addressed to Hannah Thoburn with the requirement to call the corruption facts. And if she doesn't make it, then GPU will appeal to the International Courts of Justice behind protection of honor, advantage and business reputation of Shokin. And even it is more. Kutsenko noted: «Believe, we will demand as compensation very large sum of money which Shokin will direct then on support of volunteers and the Ukrainian army».

Steven Pifer, the former US Ambassador in Ukraine, and nowadays the expert of the analytical center «Brookings Institution», was dumbfounded. In a condition of deep confusion he wrote in the Twitter: «Prosecutor General Shokin threatening to sue @HannahThoburn? Would think he has better things to do».

The western experts don't understand, why to Shokin judicial claims which won't bring him any dividends, except a shame. However Shokin considers differently: he hopes that will pass judicial proceedings so far, him won't dismiss from a position of the Attorney-General. Especially as also the President of Ukraine confirmed officially that won't dismiss the Attorney-General inclined to public scandals. However such conclusions can accelerate career public prosecutor's collapse only.

The president of Ukraine will be obliged to release Shokin for the period of the international judicial proceedings that there was no suspicion that the Attorney-General will distract the subordinates from public affairs for the sake of protection it private honor, advantage and reputation.

And the most ridiculous in this history, a priori shameful for Shokin that Hannah Thoburn had any slightest intention to encroach on the man's dignity of Shokin. It is visible to the naked eye in the written Tviter's post. If in Ukraine there are no professional translators from English to what Shokin would trust, will hope that the international judicial instance will read and will explain Shokin value of these 11 English words.

On air of TV channel 112 Ukraine the assistant to the Attorney-General achieved from Hannah Thoburn proofs of Shokin corruption activity. There is in Ukraine such ancient saying which says: «If patiently sit on the bank of Dnieper, it is possible to wait when Shokin floats». Another thing is that the Ukrainian society has already not present opportunities to expect on system changes in power structures of the state.

And Hannah Thoburn, meanwhile, can examine several facts rough public prosecutor's the citizen Shokin's life which have similarity to corruption manifestations.

1. Shokin didn't declare his property.

2. Expenses on rest of children of Shokin costs many times more, than the income of a family.

3. Shokin didn't declare the land plot.

4. Shokin interferes with the subordinated prosecutor Kasko to participate in the international actions devoted to fight against corruption.

5. Shokin puts pressure upon prosecutors who investigate internal corruption in prosecutor'soffice of Ukraine.

6. Shokin illegally reinstated as the prosecutor Melnichenko who didn't pass the state lustration.

The facts of opaque activity of Shokin to the state positions is on the Internet much more, but also the given facts will be enough for the assistant Attorney-General Kutsenko.

And the last. The International Courts of Justice with which Kutsenko threatened, are intended for consideration of economic disputes between the states or between the state and large business corporation. Therefore it will be interesting to learn, in what court Shokin and in what procedural status intends to have legal proceedings. 

Релікт кремлівської прокурорської системи

Працівники української секції «Голосу Америки» вирішили 5 січня 2016 року дізнатися відповіді на суспільно-важливі питання: «Чи справді чинний український президент і уряд роблять усе можливе для подолання корупції?» та «Що може підтвердити серйозність намірів українського уряду в боротьбі із корупцією?»

На ці питання різні фахівці відповідали  по-різному, а серед них взяла слово і Ханна Тобурн – експерт американської інституції «Hudson Institute». Вона лаконічно написала: «Звільнення Генерального прокурора Шокіна. Очищення митної служби».

Думка американського експерта так не сподобалась українській прокуратурі, що вже наступного дня, на самий Святий вечір, Шокін почав погрожувати Ханні Тобурн через свого помічника.

Куценко заявив: «Я хочу всім офіційно повідомити, що ми готуємося до міжнародних судів. Звинувачення і заява Ханни Тобурн дійсно обурює нас. Ми вважаємо її безпідставною і голослівною. Звинувачувати кого-небудь голослівно не дозволено». Далі Куценко повідомив, що звернувся до Ханни Тобурн з вимогою назвати факти корупції. А якщо вона цього не зробить, тоді ГПУ звернеться у міжнародні суди за захистом честі, гідності та ділової репутації Шокіна. І навіть більше. Куценко наголосив: «Повірте, ми будемо вимагати як компенсацію дуже велику грошову суму, яку Шокін потім направить на підтримку волонтерів та української армії».

Стівен Пайфер, колишній посол США в Україні, а нині експерт аналітичного центру «Brookings Institution», був ошелешений. У стані глибокого збентеження він написав у Твіттері: «Генеральний прокурор України Шокін погрожує подати до суду на Ханну Тобурн? Я думав, що у нього є серйозніші справи».

Західні експерти не розуміють, навіщо Шокіну судові позови, які не принесуть йому жодних дивідендів, окрім ганьби. Проте Шокін вважає інакше: він сподівається, що поки відбуватимуться судові перипетії, його не звільнять з посади генерального прокурора. Тим більше, що і Президент України офіційно підтвердив, що не буде звільняти генерального прокурора, схильного до суспільних скандалів. Однак такі умовиводи можуть лише пришвидшити його кар'єрний  колапс.

Президент України буде зобов'язаний звільнити Шокіна на час міжнародних судових розглядів, щоби не було підозри, що генеральний прокурор буде відволікати  своїх підлеглих від державних справ задля захисту його приватних честі, гідності та репутації.

А найсмішніше у цій історії, апріорі ганебній для Шокіна, що Ханна Тобурн не мала щонайменшого наміру посягати на чоловічу гідність Шокіна. Це видно неозброєним оком у написаному пості Твіттера. Якщо в Україні нема фахових перекладачів із англійської мови, яким би Шокін довіряв, то будемо сподіватися, що міжнародна судова інстанція прочитає і розтлумачить Шокіну значення цих 11 англійських слів.

В ефірі 112 телеканалу України помічник генерального прокурора домагався від Ханни Тобурн доказів  його, Шокіна, корупційної діяльності. Є в Україні таке давнє прислів'я, яке говорить: «Якщо терпеливо сидіти на березі Дніпра, то можна дочекатися, коли пропливе Шокін». Інша річ, що українське суспільство вже немає можливостей довго очікувати на системні зміни у силових структурах держави.

А Ханна Тобурнтим часом,  може ознайомитися з кількома фактами бурхливого прокурорського життя громадянина Шокіна, які мають схожість із корупційними проявами.

1. Шокін не задекларував своє майно.

2. Витрати на відпочинок дітей Шокіна коштує у рази більше, аніж доходи сім'ї.

3. Шокін не задекларував земельну ділянку.

4. Шокін перешкоджає своєму підлеглому Касько брати участь у міжнародних заходах, присвячених боротьбі з корупцією.

5. Шокін чинить тиск на прокурорів, які розслідують внутрішню корупцію у прокуратурі України.

6. Шокін незаконно поновив на посаді прокурора Мельниченко, який не пройшов державну люстрацію.

Фактів непрозорої діяльності Шокіна на державні посаді є в Інтернеті значно більше, але і наведених фактів буде  достатньо для помічника генерального прокурора Куценка.

І останнє. Міжнародні суди, якими погрожував Куценко, призначені для розгляду господарських спорів між державами або між державою і великою бізнесовою корпорацією. Тому буде цікаво дізнатися, в якому суді  має намір позиватися Шокін і в якому процесуальному статусі. 

Speech of the President Obama to the Congress of the USA

The president Barack Obama addressed on January 13, 2016 the Congress of the USA with the final speech during which stated the analysis of the being in the White House.

Barack Obama's performance, to be exact some words of his impromptu concerning Ukraine and Syria, it caused partly misunderstanding, and partly and indignation of his words. In the speech the U.S. President mentioned Ukraine twice: once his mention was pertinent, and the second time a little unsuccessful, as aroused indignation among republicans and political analysts of the USA, and also some political experts and politicians from Ukraine.

Surprising is that fact that when the former US Ambassador Michael McFaul during interview for «Freedom Radio» told even more inappropriate information on Ukraine, among the Ukrainian political establishment it didn't cause the slightest indignation. But about Michael McFaul we will talk another time.

So, Barack Obama told: «When we help Ukraine to protect its democracy, or Colombia – to drop out of the war which lasted decades, it strengthens the international order on which we depend. And it is important for us, after all it means that the USA is ready to support from now on the Ukrainian democracy. It means that Americans «weren't tired» of Ukraine, unlike the same EU which gradually «sink» in own problems».

Ukraine agrees with this statement. Indignation was caused by other words of the American president when he called Ukraine «client» of Russia. The Russian experts and pro-Russian «experts» from Ukraine «grasped» at this word and started its interpreting as it is convenient to them. The USA wants to return Ukraine to the sphere of political influence of the Kremlin.

However if attentively read a speech context, it is quite clear that the President Obama was only unsuccessfully expressed. Actually he meant that Russia considers Ukraine and Syria «clients» and pours on these territories in considerable funds for destabilization of a situation with the purpose that these countries finally didn't leave under political influence of the Kremlin.

Is much worse that the President Obama didn't remember third «client» of the Kremlin – the North Korean national republic which Putin provides with the weapon and wants to make an instability source to distract from itself attention of the international public and to achieve cancellation of sanctions.

And Ukrainian of the expert and to politicians there is a wish to wish to discuss less speech of the U.S. President, and to be engaged more in work for the sake of the benefit of Ukraine. Because it is also our main task and the USA will be able to help Ukraine. 

Промова Президента Обами перед Конгресом США

Президент Барак Обама 13 січня 2016 року виступив перед Конгресом США зі своєю підсумковою промовою, під час якої виклав аналіз свого перебування на посаді в Білому Домі.

Виступ Барака Обами, а точніше деякі слова його експромту стосовно України і Сирії, викликав частково нерозуміння, а частково й обурення його словами. У промові Президент США двічі згадав про Україну: один раз згадка була доречною, а другий раз дещо невдалою, що й викликало обурення серед республіканців і політичних оглядачів  США, а також деяких політичних експертів і політиків із України.

Дивним є той факт, що колишній посол США Майкл Макфол під час інтерв'ю для «Радіо Свобода» наговорив іще більше недоречної інформації про Україну, однак серед українського політичного істеблішменту це не зумовило жодного обурення. Але про Майкла Макфола напишу іншим разом.

Отже, Барак Обама сказав: «Коли ми допомагаємо Україні захищати її демократію, або Колумбії – вийти із війни, яка тривала десятиріччями, це посилює міжнародний порядок, від якого ми залежимо. І це важливо для нас, адже це означає, що США й надалі готові підтримувати українську демократію. Це означає, що американці «не втомилися» від України, на відміну від того ж ЄС, який поступово «загрузає» у власних проблемах».

Із цим в Україні згодні. Спротив викликали інші слова американського президента, коли він назвав Україну «клієнтом» Росії. Російські експерти і проросійськи налаштовані «експерти» з України  «вхопилися» за це слово і почали його інтерпретувати на свій спосіб. Мовляв, США хочуть повернути Україну у сферу політичного впливу Кремля.

Однак, якщо уважно прочитати контекст промови, то цілком зрозуміло, що Президент Обама лише невдало висловився. Насправді він мав на увазі, що Росія вважає Україну й Сирію своїми «клієнтами» і вливає на ці території чималі кошти для дестабілізації ситуації з метою, щоб ці країни не вийшли з-під політичного впливу Кремля.

Значно гірше, що Президент Обама не згадав про третього «клієнта» Кремля – про Північнокорейську народну республіку, яку Кремль забезпечує зброєю і хоче зробити джерелом нестабільності, щоби відволікти від себе міжнародну увагу й домогтись скасування санкцій.

А українським експерта й політикам хочеться побажати менше обговорювати виступ Президента США, а більше займатися працею задля блага України. Бо це і нашим українським завданням, а США чим зможе, тим і допоможе Україні.
