Hybrid Putin

The president of Ukraine Petro Poroshenko noted that in the occupied territory of Donbass is more than 8 thousand Moscow soldiers, and therefore Ukraine is ready to accept the weapon from Germany as the speech already goes not only about safety of Ukraine, but also all Europe.

The Kremlin leader Putin commented on the terrorist actions connected by input of the Moscow troops on the territory of Ukraine. He told that it is very good training for his soldiers. Thus Putin declared that he will apply such terrorist practice and hybrid tactics in the future.

As the leader of the Kremlin noted, he is very pleased with results of sudden activization of troops on border with Ukraine, and also in occupied Crimea. And even more he is happy with tension among the Ukrainian power, and especially fear of the authorities of the European Union countries that the probability of war between the EU and the Russian Federation increases more and more.

Президент України Петро Порошенко розповів, що на окупованій території Донбасу перебувати понад 8 тисяч московських солдатів, а тому Україна готова прийняти зброю із ФРН, оскільки мова вже йде не тільки про безпеку України, але й усієї Європи.

Кремлівський ватажок Путін прокоментував свої терористичні дії, пов'язані введенням московських військ на територію України. Він сказав, що це дуже гарне тренування для його солдатів. При цьому Путін заявив, що таку терористичну практику і гібридну тактику він буде застосовувати і в майбутньому.

Як зазначив ватажок Кремля, він дуже втішений результатами раптової активізації військ на кордоні з Україною, а також в окупованому Криму. А ще більше він задоволений напругою серед української влади, а особливо переляком влади країн Євросоюзу, що ймовірність війни між ЄС і РФ зростає все більше.

Finally: The embassy of NATO will be in Ukraine

Yesterday in Ukraine there was a black strip – the progressive Minister of Economic Development and Trade of Ukraine Ayvaras Abromavichus resigned. Today the white strip – Parliament at last ratified the agreement concerning opening of the Embassy of NATO in Ukraine.

251 deputies voted for the decision to ratify the agreement with North Atlantic Alliance the opening of Representation of NATO in Ukraine with the status of the Embassy. The agreement provides creation of Representation of NATO in Ukraine which will be presented by office of communication of NATO, and also the center of information and documentation of NATO.

The agreement between the government of Ukraine and North Atlantic Alliance on the status of Representation of NATO in Ukraine was signed on September 22, 2015 in Kiev. Since then deputies of the Parliament couldn't be delivered and ratify the government agreement in any way. It is obvious that scandal with resignation of the Minister Abromavichus pushed deputies to active and constructive work.

The Minister of Foreign Affairs of Ukraine Pavel Klimkin during submission of this government agreement in the Parliament declared: «This Representation will be, actually, full-fledged Embassy... The personnel of NATO will use all privileges of the Vienna convention. Through this Embassy there will be a coordination of all projects which happen in the sphere of our interaction to NATO today».

Since Ukraine is a unitary state but not uniform, NATO Embassy in Ukraine should eventually be open four of its offices across the country. Active work with regional offices of the supporters will facilitate faster psychological enculturation in the Ukrainian system of European security.

It must be remembered that the Ukrainian, who four centuries been under the political protection of the Kremlin, taught from generation to generation to look at the Roman-German and Anglo-Saxon civilization as the insidious enemy. So it will need at least two generations in order to completely get rid of the Kremlin's ideological rust. 

Нарешті: Посольство НАТО буде в Україні

Вчора в Україні була чорна полоса – прогресивний Міністр економічного розвитку і торгівлі України  Айварас Абромавичус подав у відставку. Сьогодні біла полоса – Верховна Рада нарешті ратифікувала угоду щодо відкриття в Україні  Посольства НАТО.

За рішення ратифікувати угоду із Північноатлантичним альянсом про відкриття Представництва НАТО в Україні зі статусом Посольства проголосував 251 депутат. Угода передбачає створення Представництва НАТО в Україні, яке буде представлене офісом зв'язку  НАТО, а також центром інформації та документації НАТО.

Угоду між урядом України та Північноатлантичним альянсом про статус Представництва НАТО в Україні було підписано ще 22 вересня 2015 року в Києві. Відтоді  депутати Верховної Ради ніяк не могли розродитися і ратифікувати урядову угоду. Очевидно, що лише скандал із відставкою Міністра Абромавичуса підштовхнув депутатів до активної й конструктивної праці.

Міністр закордонних справ України Павло Клімкін під час представлення цієї урядової угоди у Верховній Раді  заявив:  «Це Представництво буде, фактично, повноцінним Посольством... Персонал НАТО буде  користуватиметься всіма привілеями Віденської конвенції. Через це Посольство відбуватиметься координація всіх проектів, які сьогодні відбуваються у сфері нашої взаємодії із НАТО».

Оскільки Україна є унітарна, але не однорідна держава, Посольству НАТО в Україні доцільно із часом буде відкрити ще чотири своїх представництва у різних регіонах країни. Активна робота цих представництв із регіональними прихильниками посприяє швидшій психологічній інкультурації українців у систему європейської безпеки.

Необхідно пам'ятати, що українців, які чотири століття перебували під політичним протекторатом Кремля, привчали з покоління у покоління дивитися на романо-німецьку та англосаксонську цивілізацію як на підступного ворога. А тому буде потрібно хоча б два покоління, щоби цілковито позбутися кремлівської світоглядної іржі.

Today in Ukraine the time has come «X»: it is either to cross the «Rubicon» and begin the real fight against corruption, or will start to slide back into the coordinate system of the times of Yanukovych.

Today, the 3rd of February 2016, in Ukraine had place the resignation of chief specialists of economic transformation: Ayvaras Abromavichus – Minister of economic development and trade of Ukraine; Yulia Klimenko – chief of staff of the Ministry of economic development and trade of Ukraine and Maksim Nefedov – Deputy Minister of economic development and trade of Ukraine. All three officials stated the impossibility of conducting reforms in Ukraine, because unpunished corrupt officials of times of Yanukovych emerge from the shadows, holding political and public posts and create a tendency to return Ukraine under political and economic protectorate of Russia.  

Minister Ayvaras Abromavichus announced the decision to resign from the fact that the state authorities at the highest levels have no support to hold true economic reform. On the contrary, there is active opposition to reforms. Ayvaras Abromavichus accused Igor Kononenko – MP («Petro Poroshenko Bloc»), the blocking system reform measures of the Ministry of Economy.

After the official statement of Ayvaras Abromavichus resignation, he urgently met President Petro Poroshenko. The outcome of the meeting was the statement of Poroshenko that Ayvaras Abromavichus should withdraw his resignation and continue to work in the Ministry. The President also added that information which was sounded Abromavichus, shall immediately check out the National anti-corruption Bureau of Ukraine. Poroshenko said that the MP Kononenko, accused of obstructing reforms, is ready to give explanations during the investigation of the National anti-corruption Bureau.

The experts in Ukraine were divided into two camps.

The first group of experts believes that President Poroshenko should be determined: it will be with the odious command of Kononenko and Deputy Prosecutor Shokin, or Pro-European team of reformers.

The second group of experts argues that President Poroshenko is in a fine political game called «blow up the situation from the inside», to accelerate economic reforms. In such circumstances, it would be much easier to make decisions that are necessary for the reform of Ukraine in the framework of the American project «Showcase».

This of the two groups of rights will be clear soon – after one or two weeks.

In such a difficult situation, by the way, the President should not refer to the National anti-corruption Bureau, and to lay him before Abromavichus  clean sheet of paper and say: «Write me all the points that I, as President, should perform, so you could freely pursue economic reform». Then the same thing should be done by the Prime Minister Arseniy Yatsenyuk.

And even better to resort to drastic measures, which massively support the Ukrainians:

▪ to declare Ukraine as the enclave in Europe;

▪ to impose direct American rule;

▪ to appoint to key economic posts of the American managers;

▪ place in Ukraine USA military base;

▪ enter in Ukraine English as a second language;

▪ change Ukrainian alphabet from Cyrillic to Latin.

If such measures will be done in one month, six years later, Ukraine will be at the level of economic development of USA and become one of the best USA partners in the Eurasian continent.

Сьогодні в Україні настав час «Х»: вона або переступить «рубікон» й візьметься до реальної боротьби з корупцією, або почне сповзати назад – у систему координат часів Януковича.

Сьогодні, 3-го лютого 2016 року, в Україні подали у відставку головні спеціалісти економічних перетворень: Айварас Абромавичус – Міністр економічного розвитку і торгівлі України; Юлія Клименко – керівник апарату Міністерства економічного розвитку і торгівлі України; Максим Нефьодов – заступник міністра економічного розвитку і торгівлі України. Всі три чиновники заявили про неможливість проводити в Україні реформи, оскільки непокарані корупціонери часів Януковича виходять із тіні, обіймають політичні й державні посади і створюють тенденцію повернення України під політично-економічний протекторат Росії.

Міністр Айварас Абромавичус повідомив про рішення подати у відставку через те, що в державі на вищих щаблях влади відсутня підтримка щодо проведення справжніх економічних  реформ. Навпаки: відбувається активна протидія реформам.  Айварас Абромавичус звинуватив Ігоря Кононенка – народного депутата («Блок Петра Порошенко»), у системному блокуванні реформаторських заходів  Міністерства економіки.

Після офіційної заяви Айвараса Абромавичуса про відставку з ним терміново зустрівся Президент Петро Порошенко. Підсумком зустрічі стала заява Порошенка, що Абромавичус повинен відкликати свою відставку й продовжити працювати у Міністерстві. Президент також додав, що інформацію, яку озвучив Абромавичус, повинно негайно перевірити Національне антикорупційне бюро України. Порошенко уточнив, що народний депутат Кононенко, звинувачений у перешкоджанні реформ, готовий дати пояснення під час слідства Національного антикорупційного бюро.

Експерти в Україні поділилися на два табори.

Перша група експертів вважає, що Президент Порошенко повинен визначитися: він буде з одіозною командою депутата Кононенка і прокурора Шокіна, чи з проєвропейською командою реформаторів.

Друга група експертів переконує, що Президент Порошенко веде тонку політичну гру, яка називається «підірвати ситуацію зі середини», щоби пришвидшити розвиток економічних реформ. За таких обставин буде значно легше прийняти рішення, які необхідні для реформування України у рамках американського проекту «Вітрина».

Котра із двох груп має рацію буде зрозуміло у найближчий час – через один або два тижні.

У такій складній ситуації, між іншим, Президент не повинен посилатися на Національне антикорупційне бюро, а покласти перед Айварасом Абромавичусом чистий листок паперу й сказати: «Напиши мені всі пункти, які я, як Президент, повинен виконати, щоби ти міг безперешкодно проводити економічні реформи». Далі те саме повинен зробити і прем'єр-міністр Арсеній Яценюк.

А ще краще вдатися до радикальних заходів, які масово підтримають українці:

▪ оголосити Україну американським анклавом у Європі;

▪ запровадити пряме американське правління;

▪ призначити на ключові економічні посади американських менеджерів;

▪ розмістити в Україні американські військові бази;

▪ запровадити в Україні англійську мову як другу державну;

▪ перевести український алфавіт з кирилиці на латинку.

Якби такі заходи запровадити в один місяць, через шість років Україна за рівнем економічного розвитку доросте до США і стане одним із кращих американських партнерів на євразійському континенті.

Hybrid misinformation of the Kremlin

Analysts from «Information Resistance group – the South» consider that in February, 2016 the Kremlin will begin a new wave of misinformation against Ukraine. The head of the organization Sergey Bratchuk noted that information operation will conduct on two fronts.

Belarus where already began subversive activities officials from delegation of Moskovia who accuse Ukraine and its power of a game of politics «not by rules» has to become the first of such fronts them. Except Belarus the Kremlin opens the second new information front in Europe. Thus, the Kremlin will continue pressing the management of Kiev, and some countries of Europe motivated with Moscow will help an aggressor – will start carrying out the diplomatic pressure upon Kiev already in the next few days.

A row European mass media to which «ordered» publications, in February are already ready to place provocative materials. It is, in particular, about allegedly documentary Weeding Moreira – «Revolution masks». In this false movie the author tries to distort the facts about the Maidan in Ukraine, about annexation of the Crimean peninsula and events of "bloody Friday" on May 2, 2014 in Odessa. The provocative movie has to air already on February 1 or 2 on the French TV channel «Canal+».

Experts of «Information Resistance group – the South» also consider that in Ukraine the flow of false information from special services of the Kremlin promotion will amplify to destabilize a situation in the country and to make active radical representatives of civil society and Kremlin «the sleeping moles».

In this difficult situation the position of Jeffrey Ross of Payette, the US Ambassador in Ukraine who suggests Ukrainians not to answer provocations of terrorist Moskovia is absolutely unclear, not to create anti-hybrid information resistance against the Kremlin aggressor, and peacefully cultivate their gardens and inland catching thieves corrupt.

Does Washington really tired already tired how declares the Kremlin, from own insolvency before all international community to satisfy conditions of «The Budapest memorandum» and «The Lisbon protocol»? 

Гібридна дезінформація Кремля

Аналітики з групи «Інформаційний опір – Південь» вважають, що в лютому 2016 року Кремль почне нову хвилю дезінформації проти України. Керівник організації Сергій Братчук зазначив, що інформаційну операцію будуть провадити на двох фронтах.

Першим із таких фронтів  повинна стати Білорусь, де вже розпочали підривну діяльність офіційні особи з делегації Московії, які звинувачують Україну та її владу в політичній грі «не за правилами». Крім Білорусі Кремль відкриває другий новий інформаційний фронт у Європі. У такий спосіб Кремль продовжить напір на керівництво Києва, а деякі мотивовані Москвою країни Європи допоможуть агресорові – почнуть здійснювати дипломатичний  тиск на Київ уже в найближчі дні.

Ряд європейських ЗМІ, яким «замовили» публікації, в лютому вже готові розмістити провокаційні матеріали. Мова йде, зокрема, про нібито документальну стрічку Поля Морейра – «Маски революції». У цьому неправдивому фільмі автор намагається спотворити факти про Майдан в Україні, про анексію Кримського півострова та події «кривавої п'ятниці» 2 травня 2014 року в Одесі. Провокаційний фільм має вийти у світ уже 1 або 2 лютого на французькому телеканалі «Canal+».

Експерти групи «Інформаційний опір – Південь» також вважають, що в Україні посилиться потік брехливої інформації від спец-служб кремлівської пропаганди, щоби дестабілізувати ситуацію в самій країні та активізувати радикально налаштованих представників громадянського суспільства та кремлівських «сплячих кротів».

У цій непростій ситуації зовсім незрозуміла позиція Джеффрі Росс Пайетта, посла США в Україні, який пропонує українцям не відповідати на провокації терористичної Московії, не створювати проти кремлівського агресора антигібридний інформаційний опір, а мирно обробляти свої городи і ловити внутрішніх злодіїв-корупціонерів.

Невже Вашингтон насправді втомився, як заявляє Кремль, від власної неспроможності перед усією міжнародною спільнотою виконати умови «Будапештського меморандуму» і «Лісабонського протоколу»? 

Relict of the Kremlin public prosecutor's system

Workers of the Ukrainian section of Voice of America radio station decided to learn answers to socially important questions on January 5, 2016 whether: «Really acting Ukrainian president and the government do everything possible for corruption overcoming?» and «That gravity of intentions of the Ukrainian government in its fight against corruption can confirm?»

Different experts answered these questions differently, and among them Hannah Thoburn – the expert of the American institution of «Hudson Institute» took the floor also. She laconically wrote: «Removing Prosecutor Gen. Shokin from office. Cleaning up the Customs Service».

Opinion of the American expert so it wasn't pleasant to the Ukrainian prosecutor's office, already next day, on the Christmas Eve, Shokin started threatening Hannah Thoburn through the assistant.

Kutsenko declared: «I want to tell officially to all that we prepare for the International Courts of Justice. Charges and Hannah Thoburn's statement really revolts us. We consider it groundless and unfounded. It isn't authorized to accuse someone without adducing any proof». Further Kutsenko reported that addressed to Hannah Thoburn with the requirement to call the corruption facts. And if she doesn't make it, then GPU will appeal to the International Courts of Justice behind protection of honor, advantage and business reputation of Shokin. And even it is more. Kutsenko noted: «Believe, we will demand as compensation very large sum of money which Shokin will direct then on support of volunteers and the Ukrainian army».

Steven Pifer, the former US Ambassador in Ukraine, and nowadays the expert of the analytical center «Brookings Institution», was dumbfounded. In a condition of deep confusion he wrote in the Twitter: «Prosecutor General Shokin threatening to sue @HannahThoburn? Would think he has better things to do».

The western experts don't understand, why to Shokin judicial claims which won't bring him any dividends, except a shame. However Shokin considers differently: he hopes that will pass judicial proceedings so far, him won't dismiss from a position of the Attorney-General. Especially as also the President of Ukraine confirmed officially that won't dismiss the Attorney-General inclined to public scandals. However such conclusions can accelerate career public prosecutor's collapse only.

The president of Ukraine will be obliged to release Shokin for the period of the international judicial proceedings that there was no suspicion that the Attorney-General will distract the subordinates from public affairs for the sake of protection it private honor, advantage and reputation.

And the most ridiculous in this history, a priori shameful for Shokin that Hannah Thoburn had any slightest intention to encroach on the man's dignity of Shokin. It is visible to the naked eye in the written Tviter's post. If in Ukraine there are no professional translators from English to what Shokin would trust, will hope that the international judicial instance will read and will explain Shokin value of these 11 English words.

On air of TV channel 112 Ukraine the assistant to the Attorney-General achieved from Hannah Thoburn proofs of Shokin corruption activity. There is in Ukraine such ancient saying which says: «If patiently sit on the bank of Dnieper, it is possible to wait when Shokin floats». Another thing is that the Ukrainian society has already not present opportunities to expect on system changes in power structures of the state.

And Hannah Thoburn, meanwhile, can examine several facts rough public prosecutor's the citizen Shokin's life which have similarity to corruption manifestations.

1. Shokin didn't declare his property.

2. Expenses on rest of children of Shokin costs many times more, than the income of a family.

3. Shokin didn't declare the land plot.

4. Shokin interferes with the subordinated prosecutor Kasko to participate in the international actions devoted to fight against corruption.

5. Shokin puts pressure upon prosecutors who investigate internal corruption in prosecutor'soffice of Ukraine.

6. Shokin illegally reinstated as the prosecutor Melnichenko who didn't pass the state lustration.

The facts of opaque activity of Shokin to the state positions is on the Internet much more, but also the given facts will be enough for the assistant Attorney-General Kutsenko.

And the last. The International Courts of Justice with which Kutsenko threatened, are intended for consideration of economic disputes between the states or between the state and large business corporation. Therefore it will be interesting to learn, in what court Shokin and in what procedural status intends to have legal proceedings.
